Engagement with Governments and Stakeholders on Reports Concerning the Recruitment of African Youth
The Lightup Foundation is working with the Ministry of Youth and Development of the State of the African Diaspora (SOAD) to encourage African governments and international partners to ensure the safety, dignity, and future of young Africans in light of reports concerning possible foreign military recruitment.
This initiative calls for transparency and international cooperation following reports that some African youths may have been recruited into foreign military service in connection with the ongoing war between Russia and Ukraine.
Olasubomi Iginla Aina, MBE, Minister of Youth and Development of the State of the African Diaspora, stated that these reports, while still under review, must be treated with the utmost seriousness. The Minister emphasized that the collective responsibility of governments and institutions is to safeguard the dignity, security, and future of young Africans wherever they may be.
Across the continent, Africa continues to face complex challenges affecting young people. In recent years, many youths have undertaken irregular migration in search of opportunity and economic stability. Tragically, numerous lives have been lost in the Mediterranean Sea and across desert migration routes. This humanitarian concern continues to demand the attention of governments, civil society organisations, and development partners.
In response to these challenges, the Lightup Foundation launched the Creating Awareness and Alternatives CAA Mission in collaboration with the SOAD Ministry of Youth and Development and other reputable organisations. The initiative promotes informed decision making, safer pathways, and sustainable opportunities for African youth.
It is therefore deeply concerning if the risks associated with irregular migration are evolving into new forms of vulnerability, including possible exposure to foreign military engagement under unclear conditions. The protection of African youth, respect for their dignity, and the principles of transparency, accountability, safety, and opportunity must remain shared priorities across the continent.
Actions and Outreach
Several steps have been taken to address these concerns and to promote greater awareness and cooperation.
The Minister of Youth and Development of SOAD has formally communicated with the relevant authorities connected to the ongoing conflict to seek clarification regarding the status, conditions, and legal frameworks governing any recruitment of African nationals.
Formal letters have also been transmitted to ministries responsible for youth and foreign affairs in more than thirty African countries in order to encourage transparency, coordination, and awareness across the continent.
Outreach has begun with some affected families and individuals, and further meetings are being arranged in the coming days to better understand their circumstances and provide guidance where appropriate.
African governments have also been encouraged to undertake their own assessments and due diligence regarding any recruitment activities affecting their citizens.
Public advisories have emphasised the importance of caution regarding recruitment or employment offers that lack transparency, verified documentation, or appropriate government authorisation.
Engagement with youth country representatives of the CAA Mission across more than twenty African countries is underway as part of preparations for a wider continental awareness initiative aimed at informing and protecting young Africans.
